Li Youping, male, born in 1935, academician of Chinese Academy of Engineering, electronics and communication technology expert, was studying at the Department of Radio Engineering of Nanjing Institute of Technology from 1953 to 1957 and the Department of Radio Engineering of Tsinghua University from 1959 to 1964. In October 1964, he was adjusted to China Academy of Engineering Physics to be engaged in researches.He once won the First Prize of National Award for Progress in Science and Technology, the Second Prize for National Invention, several First and Second Prizes for National Defense Science and Technology. In 1988, he was titled as “Expert with Outstanding Contribution” conferred by the Ministry of Personnel of P. R. C.; in 1999, he won the Technical Science Award conferred by Hong Kong Ho Leung Ho Lee Foundation. He once served as Director of the Scientific and Technological Commission of China Academy of Engineering Physics for two sessions. In 1999, he was elected as academician of Chinese Academy of Engineering.

Academician Li Youping has been long engaged in the research on nuclear weapon electronic system technology and has made great achievements in the research of radio telemetry, remote control and detonation control system. In recent years, he’s mainly studying the new-generation network architecture and key technologies in respect of network convergence and network information services, and has proposed constructive assumptions such as “dual-structured internet”, “conservation of culture in folk” and “network management with content”, etc.from the perspective of controlling redundant internet flow, strengthening supervision on information content and providing public cultural services, etc., which have found important breakthroughs to solve such problems as the internetbandwidth bottleneck and the content security, etc..
